  • Execution of business organization and talent strategy at campus level
  • Partner with BU HR to Implement integrated talent initiatives to value for business: SWP, talent pipelining, succession planning, etc.
  • Execute programs that supports other key leadership and cultural effort for the campuses, such as D&I, EIS
  • Lead or facilitate upskilling programs to build functional capability
  • Partner with L&D COE to deliver professional and leadership learning solutions         
  • Facilitate other key processes and initiatives for the Division, such as performance & rewards.


  • Deploys learning initiatives according to guidelines from Central L&D Center of Excellence (COE)
  • Facilitates programs locally (managerial programs, onboarding, technical skills)
  • Gathers learning needs from local HRBPs and identifies local / individual needs
  • Analyses training data and measures impact on development
  • Manages CLMS at local level
  • Participates actively in the L&D community and share best practices at both geography and global level
  • Embraces the changing learning culture and finds innovative ways to engage employees and managers in self-directed learning


Talent Management

  • Is the local expert on Talent Management
  • Interacts with the COE and Division to keep up to date with Talent Management activities and changes
  • Provides feedback to COE to influence and inform the Talent Management process
  • Coordinates annual Organization and Talent Review activities
  • Ensures the accurate identification of High Potential employees
  • Engages directly with local Talent to ensure development needs are being managed effectively and individuals are engaged/retained
  • Supports the identification of career opportunities for Talent
  • Collects Talent Management information for reporting purposes


Performance Management

  • Engages COE and Division to understand the process and priorities for Performance Management
  • Cascades information to the local HR team
  • Tracks and monitors progress of Performance Management throughout the year e.g.
    • Goals are set for all employees
    • Checks managers are having regular check-ins with employees
    • Year-end process is completed
    • Calibration meetings are held


  • Works with HR Business Partners to build and implement resourcing plans (including Strategic Workforce Plan) to meet the current and future needs of the business
  • Works with the Talent Acquisition to develops effective and proactive talent pipelines
  • Sources, analyses and reports on market intelligence / data for candidates, competitors and attraction techniques to structure resourcing plans, and resourcing policy.
  • Initiates the on-boarding process with relevant stakeholders

Employee may also be responsible for performing other job duties occasionally as assigned.


The position's primary customers are internal. Typical internal customers include leadership (including General Manager and Department Heads). The position is challenged to carefully evaluate problems and review a large number of possible solutions before selecting one option. Problems may be complex and can require the incumbent to develop solutions. The incumbent sets priorities and establishes a work plan in order to complete broadly defined assignments and achieve organizational and leadership objectives.


Moderate travel required (Less than 15% of working time).




  • Bachelor’s degree
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Experience with learning management and application tracking systems
  • Experience in facilitating training programs is a plus
  • Effective project management skills
  • Strong organizational skills
  • Analytical thinking and ability to work with metrics and data
  • Ability to communicate clearly
  • Proven ability to multitask and manage multiple projects
  • Strong skills on Excel, Word, PowerPoint
  • Excellent interpersonal skills are required in order to deal with sensitive issues, develop others, or persuade others inside and outside the department to take specific actions.
  • Advanced level of English
  • Five + years previous experience in a similar role
