Job Description


JOB SUMMARY:  Provide leadership in the business operations in Eastern Europe Region including Poland, Czech Republic, Slovakia, Romania and Baltics countries.  Provide leadership, direction and management to the local organization.  Work closely with manager and the corporate staff to design long-term strategies for the effective support of the local dealer organization and the growth of Caterpillar’s business.

PRINCIPAL DUTIES AND RESPONSIBILITIES:  Assists in developing annual business plans and budgets, allocates appropriate resources, leads local staff to ensure the achievement of the business plans, monitors and reports performance against plan.

  • Manages a staff responsible for the sales, marketing: constantly monitors and analyzes the competitive situation and works closely with dealers and TMs to increase market penetration.
  • Manages the operation of the organization: direct the credit approval, the collection process and the customer service functions of the local organization.
  • Ensures the selection and the proper functioning of the operating system.
  • Authorizes all purchase orders to the dealer: signs all finance/lease contracts.
  • Develops and nurtures positive relationships with dealer personnel and end users.
  • Maintains an atmosphere that establishes quality customer service as primary focus.
  • Assists with the development and implementation of leasing/finance plans that are market driven and provides opportunity to meet or exceed forecasted growth with acceptable risk.
  • Assures a reasonable return of profit with control of credit and collection activities.
  • Provides leadership in developing and executing marketing plans.
  • Creates an environment for employees to develop and optimize their performance potential.
  • Provides direction to local staff on lease and finance transactions.
  • Travels to dealer branches and customer locations to promote CFSC products and services.
  • Directs the credit approval process.
  • Works closely with corporate treasury to obtain competitive US dollar cost funds and works closely with local accountant to obtain competitive funding from local banks.
  • Allocates and manages resources in a cost-effective manner: manage budgets.
  • Protects company assets.
  • Manages HR issues:  determines staffing needs, interviews and selects employees, carries out supervisory responsibilities toward the staff of the operation, such as administers salaries, conducts performance reviews, plans for training and development.
  • Manages legal issues.
  • Coordinates with IS for computer services to meet local needs.
  • Manages the local facilities.
  • Participates in accomplishment of continuous improvement objectives for the department.  Progress toward accomplishment of these is measured through maintenance of necessary measurements and analysis of associated data.  Participates in the identification of problem areas and the development of resolutions to address them.

  • Thorough knowledge or and the advanced ability to apply marketing techniques.
  • Advanced ability to apply Human resources procedures
  • Thorough knowledge of and the ability to apply CFSC culture, structure, products, procedures, mission and shared values.
  • Thorough knowledge of Dealer organization structure, culture, markets and products.
  • Demonstrated knowledge of and the ability to utilize and understand languages of countries served.

EDUCATION/EXPERIENCE:  A 4-year college or university degree in any of the business disciplines, and a minimum of 10 years experience in, and a thorough knowledge of commercial lending, marketing, credit and customer services at the retail and/or wholesale financing levels, of which 2 years must be international experience or other related fields is recommended.  Related fields include, insurance companies, government service (i.e. Department of State/Commerce or ECA), or other commercial experience related to international (trade) or maritime business.  15 or more post-graduate hours in accounting, business administration (MBA), law or international relations; or a second language will be considered in lieu of 2 years international experience.  Equivalent Experience may be substituted for education
